John Koenig's request to rezone 81 acres he owns along the All American Freeway. The tract borders the eastern side of Cottonade, an older neighborhood next to Fort Bragg. Koenig promised the council and the neighbors that no road connection would be made into Cottonade. He said a failed dam at the end of Southwick Drive made extending the road impossible.
Koenig said the proposed community of apartments and an assisted-living residence center would have access only to Santa Fe Drive to the south. Koenig said he would negotiate an easement with the owner of the adjoining tract that abuts Santa Fe Drive for the planned road.
The planning staff has recommended approval of the R6 residential zoning district that Koenig seeks. The land is now zoned R10, a common district for subdivisions. Koenig has not turned in a site plan, which would show where buildings, parking lots and driveways will go. Koenig said a developer - whom he declined to identify - would provide the site plan if the land is rezoned. He wants to sell the land to the developer if it's rezoned, Koenig said.
